The title is perhaps a commentary on the status of colonised peoples world wide, but also disenfranchised people, peoples who this in power want to keep silent.

The excuse for this violence against us is that we although we are human we are not quite as human as the coloniser and therefore need the supervision of the coloniser.

We are considered as children, or lepers, human, free under liberalism, but not quite deserving of complete freedom due to inbuilt insufficiencies the overcoming of which must be determined by the coloniser who wants to maintain dominance and as such is therefore a condition that never transpires. The only solution being self emanciation.

In 'World Making after Empire' by Adom Getachew (Getachew 2019) the author describes exactly this process in international relations regarding subject states of imperial rule.

As such states may obtain a paper 'independence but structures of international law and economic dominance ensure that these states are never treated equally.

To this day the permanent members of the UN security council have no representation from South America, Africa or India.

These relations on an international scale play out on a personal scale with interpersonal relations between peoples.
